NEW DELHI: Ukrainian President Volodymyr Zelenskyy has signalled strong support for a U.S.-led 28-point peace proposal as renewed negotiations between Ukraine and Russia begin, even as a surge of missile and drone strikes continues to hit Ukrainian cities. The move marks one of Kyiv’s most significant diplomatic openings in months as international efforts to end the conflict gain momentum.

According to officials, the U.S.-drafted framework lays out a comprehensive roadmap that includes security guarantees for Ukraine, phased de-escalation, the protection of energy and nuclear facilities, the exchange of prisoners, and a structured process for territorial discussions. While sensitive points remain unresolved, Zelenskyy said Ukraine is prepared to “move forward” and discuss the more contentious aspects of the plan directly with Washington and other partners.

The renewed attacks by Russia have added urgency to the talks. Overnight strikes targeted critical energy infrastructure in Kyiv, Odesa, and central Ukraine, prompting widespread power outages and raising fears over the vulnerability of nuclear installations. Emergency crews are working to restore damaged transmission lines as winter temperatures drop.

Despite the escalation, Ukrainian authorities maintain that dialogue is essential to preventing further civilian casualties and stabilising the region. International observers, including the UN and EU, have urged both sides to commit to negotiations in good faith and avoid actions that could derail the fragile diplomatic progress.

Washington has welcomed Zelenskyy’s stance, saying the peace proposal offers a “realistic and enforceable pathway” to end hostilities. Analysts note that the coming days will be crucial as delegations begin detailed exchanges on the most difficult provisions of the agreement.
